That means rootfs not fully installed. Could you write rootfs file to both ext4 partitions via DiskGenius?

How do I do that? I do not see it in the guide.

I did that each time I followed the guide and I just did it an additional time. Nothing has changed. It still does not respond.

There are 2 ext4 partitions on the eMMC, had you been writing the pmf file to both 2 patitions?

No, just to primary(1). My device shows Primary(1) and Primary(2). The example shows Primary(1) and Unformatted(2). My device has 4 partitions Removable Disk J: FAT 16, Primary(1) Ext4 (Active), Primary (2) Ext 4, and Removable Disk K: Fat 32.

That worked. I can now access the panel. There are still some issues but I will make sure they are not Windows related.

BeadaTools identifies the panel as BeadaPanel 1280x480. I connect and hit test screen. It has a button for model 6 test. However the test does nothing. Time Sync seems to work. Play a media file does nothing as well. When I run Aida64, which used to work fine, I get the attached display. I have also attached what the display should look like for reference.
